Payroll Deduction

For EmployersWA529’s Payroll Deduction program is a convenient way for your employees to regularly contribute to their child's or grandchild's college savings and is a great opportunity to enhance your employee benefits package. Best of all, it’s quick and easy to set up at no cost to you. We encourage you to join the hundreds of Washington businesses, non-profit organizations, school districts and government agencies who are already participating in Payroll Deduction. By offering this program, you will reinforce your commitment to the financial well-being of your employees and their families.

How WA529 Payroll Deduction can benefit your organization

  • Attract and inspire top talent in a competitive hiring market. A college savings payroll deduction plan differentiates your benefits from your competitors’ packages.
  • Foster a work culture which views employees holistically as part of a family.
  • Enjoy greater retention and loyalty from your workforce.
  • Earn the respect and trust of tomorrow's leaders by contributing to their education.
  • Benefit your local economy by fostering an educated work force.

How WA529 Payroll Deduction can benefit your employees

  • The program offers a convenient way to make regular contributions to a child’s college savings account.
  • Children with a dedicated college savings account in their name are seven times more likely to graduate from high school and continue on with a post-secondary education.
  • Saving for college while kids are young reduces the burden of repaying future student loan debt – which is now nationally over $1 trillion.
  • Education savings is an important element of ensuring today’s children will be competitive in the workforce. According to the Center on Education and the Workforce, nearly 70 percent of job openings still require some form of higher education.

How to set up payroll deduction

It takes less than five minutes to set up Payroll Deduction for your employees and then only a few minutes every payroll cycle. Just follow the steps below.

  • Call our Community Relations Manager at 360.764.9204 or email the WA529Outreach@wsac.wa.gov with the following information.
    • Your organization name and mailing address
    • The name and contact information for your Payroll and Human Resources or Benefits office
    • Your payroll frequency
    • Your Tax Identification Number

We will notify you when you're set up and provide you with additional details and helpful information to share with your employees.

How to help your employees enroll

Once you’ve established payroll deduction at your worksite, we’ll help you spread the word to your employees by providing brochures, flyers, email and newsletter templates and other materials that relay the benefits of saving through payroll deduction. We’re also available to come to your worksite for benefits fairs, presentations and meetings with your staff.

While COVID-19 restrictions have limited the number of in person visits, WA529 also offers virtual engagement opportunities.

When an employee is ready to get started, they simply follow these steps:

  • First, if they don’t already have a GET or DreamAhead account, they must open one.
    • GET accounts can be opened between November 1 and May 31 annually.
    • DreamAhead accounts can be opened year-round.
  • Once their GET or DreamAhead account is established, they will complete the Employee Payroll Deduction Authorization form (available on our forms page) and return it to you. Payroll deduction participants can contribute as little as $20/month, though most choose to contribute more.
  • If employees need to make changes to their payroll deduction amounts, they can also use the Payroll Deduction Authorization Form.
  • GET and DreamAhead payroll deductions are after-tax deductions, as required under Section 529 of the Internal Revenue Code.

How to Send Employee Contributions

  • Refer to the Payroll Deduction Guide for detailed instructions on sending employee account contributions.
  • When your participating employees complete the Payroll Deduction Authorization form, they will indicate how much they would like deducted from their check for each pay cycle.
  • Note that all employee contributions are to be after-tax deductions, as required by Section 529 of the Internal Revenue code.
  • For each payroll cycle, you can choose to send us a check or electronic payment with the total of all participating employees’ contributions.
  • Include a list of your participating employees so we can match up amounts with individual accounts.
